Elycia Mulholland Graves
Director of Research & Data Analysis
As the Director of Research & Data Analysis, Elycia Mulholland Graves co-leads Catalyst California’s efforts to leverage data in transforming systems and shifting power to the communities most impacted by racial inequities. She is passionate about working alongside community partners to ensure data is collected, analyzed, and presented in ways that are inclusive of and representative of community narratives. In her work at Catalyst California, Elycia has specialized in creating data products for local partners’ campaigns across the state. She has co-developed tools to target public investments in communities disproportionately impacted by the criminal legal system and the COVID-19 pandemic; published reports detailing racial bias in policing; and created community surveys to integrate community feedback in public decision-making.
Before joining Catalyst California, Elycia worked for the Los Angeles County Department of Public Health (LACDPH) and Community Coalition in South Los Angeles. She has a background in developing local government health equity initiatives and using community-engaged research to support grassroots community organizing campaigns.
Elycia was born and raised in the greater Los Angeles area. She received a master’s degree in social welfare and public policy from the University of California, Los Angeles.
